The name Norbulingka means "Treasure Garden" in Xizang and is locally known as the Summer Palace of Lhasa. It is located in the western suburbs of the city. The garden's layout is characterized by typical Xizang plateau features as well as the traditional methods of Chinese gardens. Its architectures, rocks, waterways and forests combine to create a unique artistic effect and is the largest and most beautiful artificial Xizang garden that contains the most ancient sites, while also being one of the best spots for conducting investigation into Xizang palace architecture.

There are over 100 species of plants in Norbulingka, enjoying not just the trees and flowers that are common to Lhasa, but also unusual plant life from the southern and northern slopes of the Himalayas, as well as rare plant life imported from the rest of China and abroad, making it a botanical garden on the plateau. The garden is divided into the following three sections: The eastern section in front of the palace, including the front garden in front of the entrance and Weizhensanjie Pavillion; the central core palace area; and the western golden park characterized by its unique natural plant life. Each section is integrated into the natural environment or the palace walls and courtyard according to functional requirements, creating scenery that boasts shaded areas, lush grass and forests, and blooming flowers.
